Is my vehicle covered by the ECPL?
Whether the ECPL applies depends on your vehicle's characteristics, how it is used and the roads you take.
Which vehicles are covered?
The ECPL applies to vehicles of more than 3.5 tonnes in category N, i.e. vehicles designed mainly for the carriage of goods, as well as to other vehicles used for comparable goods transport operations.
Which vehicles are not covered?
Vehicles that do not meet this definition are outside the scope of the ECPL. This applies in particular to:
- passenger cars;
- motorcycles and mopeds;
- vehicles intended for the carriage of passengers, such as buses and coaches;
- agricultural or forestry tractors, when they are not used to carry out goods transport operations comparable to those of a category N vehicle.
These vehicles should not be confused with exempt vehicles: they are not subject to the ECPL because they fall outside its scope.
