The essentials
What is the Heavy Goods Vehicle Eco-contribution (ECPL)?
The Heavy Goods Vehicle Eco-contribution (ECPL) is the name of the infrastructure user charge introduced by the Grand Est Region. It applies to road goods vehicles of more than 3.5 tonnes using certain national roads and non-concession motorways in the region.
Why is it being introduced?
The Eco-contribution pursues several objectives: funding the maintenance and modernisation of infrastructure, supporting the decarbonisation of road transport, encouraging a shift to more sustainable modes of transport and better managing transit traffic in the Grand Est Region.
When will it apply?
The Eco-contribution will come into force on 2 April 2027. Hauliers will have several months before that date to prepare the necessary steps and choose their payment method. The opening dates of the services and the steps to be completed before launch will be announced on this website.
How much is the ECPL?
The amount depends on the distance travelled on the taxed network and on the vehicle's technical characteristics (gross combination weight, CO2 emission class, Euro emission class). You will be able to consult the current rate table on the ECPL.fr website or on the mobile app once it is available.
How does the scheme work?
The ECPL is a distance-based charge that applies to goods vehicles of more than 3.5 tonnes using the regional routes concerned. There are two ways to pay the tax: 1) You have an on-board unit (OBU) supplied by an accredited EETS provider: calculation and payment are carried out automatically. The list of accredited EETS providers will be published on the ECPL.fr website before launch. You can also contact your provider directly. 2) You do not have a compatible unit: you will need to buy a ticket before using the taxed network. Tickets can be bought online, on the ECPL.fr website or the mobile app.
Who collects the ECPL?
The ECPL is collected by Ecopass Est, the operator appointed by the Grand Est Region. The sums collected are therefore received by the Grand Est Region, in accordance with the regulations.

Which vehicles are covered?
The ECPL applies to road goods vehicles of more than 3.5 tonnes using the network managed by the Grand Est Region. Some vehicles are, however, exempt. See the list of exempt vehicles on the Exemptions page.
Are foreign vehicles covered?
Yes. The ECPL applies to vehicles registered in France and abroad alike, provided they use the taxed network of the Grand Est Region.
Are some vehicles exempt?
Yes. Certain vehicles are exempt under the regulations, in particular emergency vehicles and vehicles serving the general interest. Further exemptions may be provided for by the Grand Est Region. See the full list of exempt vehicles on the Exemptions page.
Network & rates
Which roads are covered?
The road network managed by the Grand Est Region covers 525 km. It comprises an east–west route made up of the RN4 / A33 and RN44, and a north–south route made up of the A30 / RN52 and A31 / A313. See the Rates & Network page.
I already use a toll motorway: do I also have to pay the Eco-contribution?
No. The Eco-contribution is not added to existing tolls. You will therefore not pay twice for the same stretch of road.
Are all toll-free roads taxed?
No. The ECPL only applies to roads managed by the Grand Est Region. See the Rates & Network page to identify the routes concerned. You are free to choose your route.
Payment
How can I pay the Eco-contribution?
There are two options: take out a contract with an accredited EETS provider and use an on-board unit (OBU), or buy a ticket before each of your journeys on the ECPL.fr website or on the mobile app. If you travel regularly on the taxed network, using an OBU is generally the simplest solution.
Do I need a subscription with an EETS provider?
No, not necessarily. There are two ways to pay the Eco-contribution: 1) You do not have an on-board unit: you must buy a ticket before using the taxed network. Tickets can be bought online, on the ECPL.fr website or the mobile app. The ticket is intended for liable parties who do not have a contract with an accredited EETS provider. 2) You have an on-board unit (OBU) supplied by an accredited EETS provider: calculation and payment are carried out automatically.
P-SET
Can my OBU pay the Eco-contribution automatically?
Yes, if your unit is supplied by a European Electronic Toll Service (EETS) provider accredited for the ECPL and if the ECPL service is activated in your contract. In that case, the tax is calculated and invoiced automatically by your EETS provider. For more information, please contact them directly.
Is my EETS provider accredited?
The list of accredited EETS providers will be published on the ECPL.fr website before launch. If your provider is on this list, you will be able to use your unit to drive on the taxed network. For more information, you can also contact your provider directly.
Do I need to take any further steps?
It depends on your contract. Your provider may ask you to activate the ECPL service or to update your vehicle information. Your provider will tell you whether any action is needed. Do not hesitate to get in touch with them.
What if my EETS provider is not accredited?
You can take out a subscription with another accredited EETS provider or, if you only use the network occasionally, buy a ticket before your journey on the ECPL.fr website or on the mobile app.
What are the advantages of an OBU?
With an on-board unit, you do not have to buy a ticket before each journey, the amount of the tax is calculated automatically, and managing your journeys and invoicing is simpler. Subscribers may also benefit from a reduction in the amount of the ECPL when the specified conditions are met. The percentage will be announced before launch.
Which EETS providers are accredited?
Five European Electronic Toll Service (EETS) providers, which are also candidates for R-PASS accreditation, are currently undergoing the accreditation process for ECPL: Axxès, TotalEnergies, Tolltickets, Toll4Europe and Telepass.
Ticket
Do I need to create an account?
Yes, if you do not have an on-board unit (OBU) supplied by an accredited EETS provider. You need to create an account to register your vehicle, buy your tickets, view your history and manage your journeys. Account creation will be available shortly.
How do I register my vehicle?
When creating your account, simply enter the requested information about your vehicle (registration number, technical characteristics, etc.). Depending on your situation, some supporting documents may be requested. Account creation will be available from [date].
How do I buy a ticket?
Log in to your account and enter your journey and your vehicle's characteristics; the amount is calculated automatically. Then pay for your ticket online by bank card or fuel card before using the taxed network. Account creation will be available shortly.
Can I plan my journey in advance?
Yes. You can buy your ticket before you set off so that you are compliant as soon as you enter the taxed network.
Can I buy a single ticket for several journeys?
No. A ticket corresponds to a specific journey. If you make several separate journeys, a ticket must be bought for each of them.
Can I buy a single ticket to use both the R-Pass taxed network (in Alsace) and the ECPL network?
No. The ticket bought on the ECPL.fr website or on the mobile app only covers the declared journey on the taxed network managed by the Grand Est Region. If you use the R-Pass taxed network in Alsace, go to the dedicated R-PASS.eu website.
Default assessment
What are the risks if I am not compliant?
If you drive without a valid payment or with incorrect information, you may be subject to a default assessment, administrative fees, surcharges and penalties provided for by the regulations.
How are checks carried out?+
Checks will be carried out automatically by equipment installed along the road network, by mobile equipment, or during checks performed by sworn officers.
